It was established in 1861 by King Rama IV of the Kingdom of Siam. Along with the Order of the Crown of Thailand, it is regularly awarded to government officials for each five years of service, making it Thailand's most-awarded order.{{Clarify|reason=Does this apply to every class, or just the lower classes of the order?|date=July 2018}}[1]
