Andrew Hammel (born December 18, 1968, Brussels, Belgium) is an American lawyer and a former Assistant Professor for American Law at Heinrich-Heine University in Düsseldorf, Germany (2009 - 2015). Hammel was licensed to practice law in 1996 in Texas, and was formerly a Staff Attorney at the Texas Defender Service, a Texas-based non-profit law firm which represents death-sentenced prisoners. Hammel, an authority on capital punishment, is the author of Ending the Death Penalty: The European Experience in Global Perspective, which was published in 2010 by Palgrave MacMillan.

In Ending the Death Penalty, Hammel provides historical accounts of the abolition of capital punishment in Germany, France, and the United Kingdom, and assesses how the successful strategies used in these countries have influenced the death-penalty abolition movements elsewhere across the globe.

Hammel has also published numerous articles on capital punishment and comparative criminal justice and procedure. He maintains an English-language blog called German Joys.
