She received a bachelor's degree from Brandeis University where she majored in both political science and Spanish. She also received an executive MBA from Rutgers University.[11] Turner sits on the Georgetown Law Alumni Board.[13] CareerTurner has written articles for The Huffington Post[14] and The New Agenda.[15] She was a member of Together4Us.[16] Turner previously served as a vice president of FleishmanHillard; practiced international trade law and litigation at Cameron, Hornbostel and Butterman; and worked as a research analyst at International Business Government Counselors.[14] She is the former president of Shelter our Sisters, a New Jersey shelter for victims of domestic violence. Additionally, Turner is a women’s rights advocate and works with the organization Vital Voices to secure rights for women internationally.[17] Turner has worked as a lobbyist for companies that manufacture parts for Lockheed Martin fighter jets.[18] In 2012, she called for "more women in [defense industry] top jobs."[19] She has appeared on news programs such as Fox Business Network as a government lobbyist expert.[20] Turner served on the finance committees for Jon Corzine and others.[21] In February 2017, at the recommendation of New Jersey Senate Majority Leader, Loretta Weinberg, she was nominated by Governor Chris Christie to serve a six-year unpaid term on the Board of Commissioners of the Port Authority of New York and New Jersey.[2][22] On March 13, 2017, her nomination was approved by a Senate Judiciary Committee and the New Jersey State Senate.[2] In March 2017, Turner voiced her opposition to President Donald Trump’s 2018 budget due to the impact his proposed cuts would have on the Gateway Program.[23] Traffic stop incidentIn 2018, Turner was heavily criticised for her behavior at a traffic stop by Tenafly, New Jersey police.[30] On March 31 of that year, Tenafly police stopped a vehicle in which Turner's daughter had been traveling with friends.[24] After police discovered the vehicle's registration was out of date and the driver did not have an insurance card, they moved to impound it.[24] Turner arrived soon after and repeatedly demanded to know the reason for the traffic stop, telling the officers that she was a "friend of the mayor", that they could "not put a sentence together", requesting they address her by the title "commissioner", and stating that they had ruined the holiday of "Ph.D. students from MIT and Yale". She said she would be "talking to ... the mayor", and then launched into a tirade which climaxed in Turner ordering one of the police officers to "shut the fuck up".[24][25][35] New Jersey police released videotape of the interaction which quickly went viral on YouTube.[36][35] The incident was nationally reported by CBS News, CNBC, and the New York Times, among others.[26][27][24] Intense criticism of Turner followed, with the New Jersey Star Ledger writing that she was "unencumbered by clue" while a commentator for the Today Show described her as having "all the tact and manners of a zoo animal at feeding time."[28][29] Some came to Turner's defense, including lawyer Donald Scarinci, who questioned the swift condemnation of Turner.[30] Turner went on to apologize, saying "I let my emotions get the better of me and regret my tone toward the police officers and use of off-color language."[31] She resigned from the Port Authority board soon afterwards.[24] Following Turner's resignation, Port Authority chair Kevin O'Toole said Turner had "clearly and unambiguously" acted in violation of its code of ethics and issued an official apology to the Tenafly police officers involved in the incident.[32] Turner was given an official censure by the Port Authority, which described her behavior as "outrageous and profoundly disturbing".[32] Her case was referred to New Jersey's Ethics Commission.[33] In a later statement released by Turner, she denied her actions constituted a violation of the code of ethics.[34] Nevertheless, in October – six months following the incident – Turner was fined $1,500 by the Ethics Commission.[35] Turner's actions at the traffic stop led to the introduction of legislation in New Jersey to eliminate police style badges being issued to politicians, with Senator Vin Gopal saying the incident had demonstrated that the badges could be used "for the abuse of power".[36] The Record subsequently named the traffic stop one of the twelve "biggest moments of 2018".[37]References1. ^1 https://mobile.nytimes.com/1984/01/29/style/august-wedding-for-miss-turner.html 2. ^1 2 {{cite web|url=http://www.nj.com/news/index.ssf/2018/04/port_authority_commissioner_abruptly_resigns_in_wa.html|title=Port Authority cites 'profoundly disturbing' conduct in resignation of commissioner|publisher=NorthJersey.com|author=Ted Sherman|date=April 23, 2018|accessdate=April 23, 2018}} 3. ^1 {{cite web|url=http://video.foxbusiness.com/v/3887720/the-state-of-government-lobbying/|title=The State of Government Lobbying|publisher=Fox Business|date=7 May 2011|accessdate=10 September 2013}} 4. ^{{cite web|url=https://www.reuters.com/article/2012/09/19/us-usa-defense-budget-congress-idUSBRE88I08020120919|title=A comedown for America's defense lobby|author=Andrea Shalal-Esa|publisher=Reuters|date=19 September 2012|accessdate=10 September 2013}} 5. ^{{cite web|url=http://abcnews.go.com/blogs/politics/2013/07/ready-for-hillary-pac-reports-seven-figure-cash-haul/|last=Klein|first=Rick|title=Ready for Hillary PAC Reports Seven-Figure Cash Haul|publisher=ABC News|date=July 30, 2013|accessdate=January 13, 2014}} 6. ^{{cite web|url=https://www.usatoday.com/story/news/politics/2013/05/28/hillary-clinton-2016-finance-buell-mostyn/2366963/||title=Major Democratic donors join pro-Hillary super PAC|author=Catalina Camia|publisher=USA Today|date=28 May 2013|accessdate=10 September 2013}} 7. ^{{cite web|url=http://www.foxbusiness.com/news/2012/11/10/hewson-long-lockheed-journey-ends-at-top/|title=Hewson's long Lockheed journey ends at the top|author=Andrea Shalal-Esa|date=10 November 2012|publisher=Fox Business|accessdate=10 September 2013}} 8. ^{{cite web|url=https://www.reuters.com/article/us-usa-defense-budget-congress/a-comedown-for-americas-defense-lobby-idUSBRE88I08020120919|title=A comedown for America's defense lobby}} 9. ^{{cite web | url=http://www.potomaclaw.com/attorney-profiles/caren-z-turner/ | title=Caren Z.
