The district is north of the Texas & Pacific railroad which borders the southern boundary of the district. Handley, Texas was platted by the Texas & Pacific Railway in 1885. It was named for James Madison Handley, a Georgia native and veteran of the U.S. Civil War. It was added to the National Register in January 17, 2002.
