It is located in the north of the oblast. The area of the district is {{convert|4217.99|km2|sp=us}}.[6] Its administrative center is the rural locality (a selo) of Chyorny Yar.[4] As of the 2010 Census, the total population of the district was 20,220, with the population of Chyorny Yar accounting for 38.5% of that number.[7] HistoryThe district was first established in July 1928 by merging Chernoyarskaya Volost and a part of Kamennoyarskaya Volost of Stalingrad Governorate with three rural localities in Yenotayevsky District.[8] In 1931, the district was transferred to Lower Volga Krai but was moved back to Astrakhan Oblast in October 1947.[8] In December 1962, the district was dissolved and merged into Yenotayevsky District.[8] On March 2, 1964, the district was re-established.[8] ReferencesNotes1. ^{{ru-pop-ref|2002Census}} 2. ^{{ru-pop-ref|1989Census}} 3. ^{{ru-pop-ref|1979Census}} 4. ^1 2 3 4 Law #67/2006-OZ 5. ^1 2 Law #43/2004-OZ 6. ^1 2 {{cite web|title=About the District|url=http://admcherjar.ru/swp/управление/о-районе/характеристика|publisher=Chernoyarsky District|language=ru|access-date=July 14, 2017}} 7. ^1 2 {{ru-pop-ref|2010Census}} 8. ^1 2 3 4 5 {{cite web|title=History of the District|url=http://admcherjar.ru/swp/управление/о-районе/история-района|publisher=Chernoyarsky District|language=ru|access-date=July 14, 2017}} Sources
