District 51 is an electoral district of the New York City Council. It was created in 1991, and consists of parts of the South Shore of Staten Island: Arden Heights, Annadale, Bay Terrace, Tottenville, Oakwood, Great Kills, Richmondtown, Charleston, Rossville, New Springville, Eltingville, Woodrow, Richmond Valley, Huguenot, Prince's Bay, and Pleasant Plains. It is considered a Republican safe seat, as it has been represented by Republican members since its creation.
