Born in County Meath, Ireland, Ryan moved to New York City in 1830. In 1836, Ryan became a United States citizen and was admitted to the New York bar. He then moved to Chicago, Illinois. In 1842, he moved to Racine, Wisconsin Territory where he practiced law. Ryan was elected to the first Wisconsin Constitutional Convention of 1846 and moved his law practice to Milwaukee, Wisconsin. In 1874, after the resignation of Justice Luther S. Dixon, Ryan was appointed to finish his term as Chief Justice of the Wisconsin Supreme Court.
