Of Māori descent, he identified with the Ngai Tamanuhiri and Te Whakatohea iwi. He was born in Muriwai, south of Gisborne, on 26 March 1880.^[1]

In July 1927, to mark the visit of the Duke and Duchess of York to New Zealand, Balneavis was appointed a Member of the Royal Victorian Order.^[2]
