Copeland was born in Hull, Yorkshire, England. Aged 18 years, he arrived in Williamstown, Victoria and spent around 15 years on the goldfields as a digger, farmer and contractor.[2] Copeland was elected unopposed to the New South Wales Mining Board in 1874.[2] He entered the New South Wales Legislative Assembly and represented: Goldfields North 27 October 1877 to 9 November 1880 [2] New England 2 December 1880 to 23 November 1882 [2] Newtown 2 December 1882 to 5 January 1883 [2] East Sydney 23 January 1883 to 26 January 1887 [2] New England 10 February 1887 to 25 June 1894 [2] Armidale 17 July 1894 to 5 July 1895 [2] Sydney-Phillip 17 October 1895 to 27 March 1900 [2] Copeland was Secretary for Lands in the Jennings ministry from February 1886 to January 1887.
