He was the oldest son of Arthur Fleetwood of Lichfield, Staffordshire and St. Margaret's, Westminster, who was secretary to the Earl of Danby and was a cousin of Sir Christopher Musgrave, 5th Baronet. Educated at Brasenose College, Oxford, Fleetwood joined the English Army in 1685 as an Ensign in the 7th Foot, rising to second lieutenant in 1687, and lieutenant in 1688. In 1704 he inherited estates, including Penwortham Priory, from his cousin Edward Fleetwood MP, and served as a Member of Parliament for Preston from 1708 to 1722. He died in 1746. He had married Sarah, the daughter of Roger Sudell of Preston, Lancashire but had no children. His estates were sold by Act of Parliament in 1749 to John Aspinall to pay his debts.
