Dr. Jaijit Bhattacharya is a noted Technology driven Government and Societal transformation expert and founder of Zerone Microsystems Pvt. Ltd., a bleeding edge payment Fintech firm. He is also President of Centre for Digital Economy Policy Research. He is former Head, Centre for Fourth Industrial Revolution in India, World Economic Forum and former Head and Partner, Economics and Policy Practice, KPMG. He has 24 years of work experience in the area of technology, innovation, strategy and public policy.

Dr. Bhattacharya is also Adjunct Professor at Department of Management Studies, Indian Institute of Technology, Delhi, where he teaches courses on management of technology. He is also member of Governing Senate of IIIT Raipur. He has been deeply involved with the Indian military and security from a digital and economic perspective.

Dr. Bhattacharya did his PhD from Department of Computer Science and Engineering at Indian Institute of Technology, Delhi, MBA from Indian Institute of Management, Calcutta and B.Tech in Electrical Engineering from Indian Institute of Technology, Kanpur, and has numerous internationally reviewed research papers and patents to his credit. He has also done Integrated Government Financial Systems from ADB Institute, Tokyo. He has also guided 3 PhD students and is currently guiding a fourth research scholar. He has also written numerous articles in leading newspapers and publications besides appearing frequently on leading electronic media channels.

He has held numerous policy related roles such as Member of Expert Committee for Ease of Doing Business legislation of Government of India, co-chair of Expert Committee on Skill Development for Deity, Government of India and Convener for Economic Standards for Smart Cities, BIS, Government of India, Vice President of Institute of Open Technologies and Applications (IOTA), Govt. of West Bengal. He has also held prominent leadership roles in Industry Associations such as FICCI, MAIT and AMCHAM, besides contributing to industry viewpoint on government policies. Dr. Bhattacharya has contributed significantly to key national initiatives such as Restructuring of the Indian Airforce based on the Shekatkar Committee report, Ranking of States on Ease of Doing Business by DIPP, conceptualization of Smart Cities by Ministry of Urban Development, Hriday initiative, ADB led Multi-modal Logistics Parks, including in Jogighopa in Assam, creating the Smart City Plan for New Delhi Municipal Council, Programme Management for development of a Comprehensive Integrated Master Plan for the Four Industrial Nodes of the VCIC, Regulatory and Financial Due-diligence of education initiatives submitted to Ministry of Human Resources Development, Government of India, Program Management Unit for Swachh Bharat Mission (Urban), plan and strategy for rollout of unnat chulha (improved cookstove) in rural India for MNRE (funded by GIZ) etc.

He had singularly made considerable contribution to the National policy on Open Standards that took six years to be formulated for which the Secretary, Ministry of Communications and IT suo moto sent a letter of appreciation. He believes that control over standards is critical to avoid Digital Colonization.

He has also helped in bringing into India over USD 2 billion of inbound foreign investments in 2017-18.

He is also the key author of the report “India Soars High” that compiled the initiatives of the government from an investor’s perspective. The same was launched by the Honourable Prime Minister, Shri Narendra Modi as part of the Make in India programme launch.

He has also work on numerous state level initiatives such as PPP in Tourism in Chhattisgarh, PPP in Tourism in Andhra Pradesh, Splitting of companies and societies of erstwhile Andhra Pradesh into companies and societies for Telengana and Andhra Pradesh, Non-tax, digital assets driven revenue generation for Government of Andhra Pradesh, initiating Smart City Master Planning and Sector-Specific Smart City Infrastruc, ture Project Plans including proposing regulatory interventions for Visakhapatnam, Implemented Open Source systems for Government of Telangana to manage Investors into Telangana, Conceptualization of Smart Theme City on PPP basis in Chhattisgarh, Policy on Smart Cities for Government of Gujarat, Revising the Industrial policy for the Government of Gujarat, Economic Analysis of the Impact of a Large Investment into Andhra Pradesh and calculation of the Economic Returns on Investment, Sing-window clearance system for Government of Punjab, Knowledge Partner for Investment Promotion Campaign of Punjab, Development and deployment of Open-source Investor Management System in Telengana, Review and revision of Tourism Policy of Andhra Pradesh, 2010 etc.

Dr. Bhattacharya has also been instrumental in conceptualizing, architecting and implementing a eHealth system with CSIR, that provided remote healthcare through a system of “Hospital in a Box”. It was launched by the then Science and Technology Minister. He has also conceptualized, architected and implemented an eEducation system (Tatkal Kaksha) with Ministry of IT, that provided a rapidly scalable satellite connected education system for regular schools in remote area and for madrassas. It was launched by the Minister of Human resource development. He also designed, developed and delivered a Gaussian EMI-EMC radiation leak-proof transportable NOC/SOC for the Signals of Indian Army, that could be transported on Tatra trucks.

Dr. Bhattacharya has also led the setting up of Centers for e-Governance, along with respective Governments/ Government Universities, in India, China, Philippines, Indonesia, Malaysia and Sri Lanka. He is also authored the report on Analysis of technology & IT roadmap for Electric Vehicles in India.

He has earlier worked in senior roles in Accenture, IBM, Oracle, Sun Microsystems and HP and has been the Founding Partner of Catallyst Constellations LLP. He has been responsible for the creation of the next generation of solutions for governments, based on open standards. Dr. Bhattacharya advises governments on e-governance strategies. He has conducted training for ADB institute in Tokyo on Public Expenditure Management and has helped World Bank develop curriculum for their e-Leadership program. He is deeply involved in Technology Policy making for the Indian Army and has coined the terms “Digital Colonization” and the term “Technological Sovereignty”, based on which he conducted National Conclave on Technological Sovereignty for five years with the Indian Army and Centre for Land Warfare Studies.

He also delivers invited lectures at INSEAD Singapore campus, IIT Roorkee and at IIM Calcutta. Dr. Bhattacharya has developed business models and strategies for leading companies in the IT, media and computer hardware industries. He has numerous peer reviewed research papers to his credit in leading journals and conferences. He has authored six books on e-Governance, including being the co-author of the first book on e-Governance in India, ‘Government On-line – Opportunities and Challenges’, published by McGraw Hill and released by the then Honourable President of India, Shri Abdul Kalam and author of the first e-Governance textbook book in the world, “e-Gov 2.0: Policies, Processes and Technologies” that was presented to the then Chief Minister of Gujarat, Shri Narendra Modi. He is also the author of the first book on Privacy Middleware in the world.

Bhattacharya was part of the Army IT Advisory Committee constituted by the then Chief of Army Staff.

He was also part of the efforts of the Indian airforce for restructuring of the Airforce based on the recommendations of the Shekatkar Committee report.

He also delivers invited lectures at INSEAD Singapore campus, IIT Roorkee and at IIM Calcutta.

He has lived and worked in nine countries that include Finland, USA, Austria, Hungary, Sweden, Philippines, Indonesia and Hong Kong, before he came back to India to pursue his higher objective of contributing to the nation.

Education

Bhattacharya did his PhD from Department of Computer Science and Engineering IIT Delhi, MBA from Indian Institute of Management, Calcutta and B.,Tech in Electrical Engineering from Indian Institute of Technology, Kanpur. He also attended Public Finance curriculum at ADB Institute at Tokyo.

Career

The book e-Gov 2.0: Policies, Processes and Technologies by Bhattacharya highlights the need for capacity building for rapid roll out of e-Governance initiatives and develops an understanding of the complexities of e-Governance. Such an understanding is required to educate stakeholders who could then be better equipped for a constructive dialogue with the implementing Government agencies. This book was released by Shri Kapil Sibal, the then Honourable Minister for Communication and Information Technology, Government of India.

It is the only known textbook on e-governance in India and had a pedagogy that helps students, practitioners and policy makers to understand the high level policies, processes and technologies required for successful adoption of e-Governance.
