Penrose was appointed a deputy lieutenant of Cambridgeshire on 15 October 1903.[3] He married The Hon. Elizabeth Josephine Peckover, the daughter of Alexander Peckover, 1st Baron Peckover, a wealthy Quaker banker. His wife died in 1930.
