This decision was made owing to the devastating damage suffered by Sandakan as mentioned previously and the ever growing development of the rubber industry along the Western residential coast of North Borneo. Although Sandakan is no longer the capital city, it remained as the "economic capital of the state" for North Borneo, specifically as a port which handles activities pertaining to the export of timber and other agricultural products from the eastern coast of North Borneo. While, the fishing industry at the final stages of the British administration era saw a great involvement by the Hong Kong "towkays" to the prawn commodity around the coasts of Kudat, Sandakan and up Tambisan. For example, in 1951 the British administration granted an Hong Kong based Chun-Li Company to operate prawn industry in the North Borneo waters. |archiveurl=https://web.archive.org/web/20150607141206/http://elibrary.pps-unipasby.ac.id/files/disk1/1/jtppsunipasby--ismailali-4-1-sosiohum-t.pdf |archivedate=7 June 2015 |deadurl=yes |df=dmy }} 31. ^{{cite web|url=http://www.burwood.nsw.gov.au/our_burwood/sister_cities.html|title=Sister and Friendship Cities|publisher=Burwood Council|date=17 August 2012|accessdate=27 March 2014|archiveurl=https://web.archive.org/web/20140327151049/http://www.burwood.nsw.gov.au/our_burwood/sister_cities.html|archivedate=27 March 2014|deadurl=yes}} 32. ^{{cite web|url=http://www.sabah.org.my/ybdrt/ucapan_htm/2000/06192000am.asp|title=The Seminar on Twin City – Sandakan and Zamboanga|publisher=Virtual Office of Datuk Raymond Tan Shu Kiah|date=19 June 2000|accessdate=27 March 2014|author=Raymond Tan Shu Kiah|archiveurl=https://web.archive.org/web/20120414233808/http://www.sabah.org.my/ybdrt/ucapan_htm/2000/06192000am.asp|archivedate=14 April 2012|deadurl=yes}} 33. ^{{cite web|url=http://www.theborneopost.com/2018/09/02/leaders-back-hii-as-sandakan-council-president/|title=Leaders back Hii as Sandakan Council president|author1=Rebecca Chong|author2=Shalina R.|author3=Neil Brian Joseph|publisher=The Borneo Post|date=2 September 2018|accessdate=5 September 2018|archiveurl=https://web.archive.org/web/20180905011931/http://www.theborneopost.com/2018/09/02/leaders-back-hii-as-sandakan-council-president/|archivedate=5 September 2018|deadurl=yes}} 34. ^1 {{cite web|url=http://www.mps.sabah.gov.my/isandakan.cfm|title=Sandakan Profile|publisher=Sandakan Municipal Council|accessdate=3 April 2014|archiveurl=https://web.archive.org/web/20140402233643/http://www.mps.sabah.gov.my/isandakan.cfm|archivedate=2 April 2014 |deadurl=yes}} 35. ^{{cite web|url=http://www.thestar.com.my/News/Nation/2014/08/19/Sabah-curfew-extended/|title=Sea curfew in Sabah to be extended until Sept 2, say cops|publisher=The Star|accessdate=4 November 2014}} 36. ^1 {{cite web|url=http://www.sabah.com.my/borneotrade/e8.htm |title=Sabah Sea Port |publisher=Borneo Trade |accessdate=25 March 2014 |deadurl=yes |archiveurl=https://web.archive.org/web/20150816205507/http://www.sabah.com.my/borneotrade/e8.htm |archivedate=16 August 2015 |df=dmy }} 37. ^{{cite web|url=https://www.google.com/maps/dir/Sandakan,+Sabah,+Malaysia/Kota+Kinabalu,+Sabah,+Malaysia/@5.8843568,115.9870566,8z/data=!3m1!4b1!4m13!4m12!1m5!1m1!1s0x3238c52b5714e379:0x8f0a9f314370d353!2m2!1d118.0570561!2d5.84561!1m5!1m1!1s0x323b6995e6a6aba7:0xf182336a16947a7e!2m2!1d116.115777!2d5.976474|title=Sandakan to Kota Kinabalu Distance|publisher=Google Maps|accessdate=3 April 2014}} 38. ^1 {{cite web|url=http://www.mps.sabah.gov.my/isandakan.cfm|title=Physical Plan Area Sandakan District|publisher=Town and Regional Planning Department, Sabah|accessdate=26 March 2014|archiveurl=https://web.archive.org/web/20150609042247/http://www.mps.sabah.gov.my/rating2.jpg|archivedate=9 June 2015|deadurl=yes}} 39. ^{{cite web|url=http://www.jtu.sabah.gov.my/homepage/Themes/default/img/gallery/Sabah_Dist_Map11.jpg|title=Sabah District Map|publisher=Department of Lands and Surveys, Sabah|accessdate=9 June 2015|archiveurl=https://web.archive.org/web/20150609042644/http://www.jtu.sabah.gov.my/homepage/Themes/default/img/gallery/Sabah_Dist_Map11.jpg|archivedate=9 June 2015|deadurl=yes}} 40. ^{{cite book|author=Vu Hai Dang|title=Marine Protected Areas Network in the South China Sea: Charting a Course for Future Cooperation|url=https://books.google.com/books?id=i122AgAAQBAJ&pg=PA147|date=9 January 2014|publisher=Martinus Nijhoff Publishers|isbn=978-90-04-26635-3|pages=147–}} 41. ^{{cite book|author1=P.
