It has 19 members elected using the open list proportional representation system. HistoryKalmunai Rural Council (Kalmunai Pradeshiya Sabha) was created in 1987 as part of the nationwide local government re-organisation. Kalmunai didn't have an elected local government for sporadic periods, this was due to various reasons.[2] Aljazeera, the Asiafoundation and the Daily Mirror attribute this to civil war;[3][4] Reuters and the US State Department attribute this to calls for election boycotts by the LTTE (enforced with brutal reprisals for non compliance);[5][6] the Taipei Times and the BBC attribute this to area coming under LTTE control[7][8] and the Tamilnet attribute it to The Sri Lankan government's suspension of all local government in the north and east of the country in 1983 using Emergency Regulations.[9] Kalmunai was promoted to municipality in 2001.[10] Kalmunai was administered by special commissioners until 2006 when local elections were held. The following candidates were elected:[12] Mohamed Shamsudeen Umar Ali (SLMC); Arulnayagam Amirthalingam (TNA); Abdul Raheem Azmeer (SLMC); Kaththamuttu Ganesh (TNA); Vadivel Gopalapillai (TNA); Veerasingham Ilayendrarajah (TNA); Pallithamby Mohamed Kabeer (SLMC); Isma Lebbe Kamardeen (SLMC); Henry Mahendran (TNA-TELO); Athambawa Abdul Majeed (SLMC); Aathul Razzak Kulanthai Marikkar (SLMC); Ameerul Ansar Faleel Moulana (SLMC); Careem Mohamed Mufeeth (MNA); Abdul Hamad Mohamed Murseed (SLMC); Dharmalingam Nesarasan (TNA); Ibralebbe Rahfutheen (UPFA); Ismail Mohamed Rifan (SLMC); Aboobacker Mohamed Riyas (UPFA); and Abdul Cader Samaldeen (SLMC). Abdul Raheem Azmeer (SLMC) and Isma Lebbe Kamardeen (SLMC) were appointed Mayor and Deputy Mayor respectively. The term of the council was due to expire in 2010 but on 22 December 2009 Minister of Local Government and Provincial Councils Janaka Bandara Tennakoon extended it until 31 March 2011.[13] On 18 January 2011 the term was further extended until 30 June 2011 using Emergency Regulations.[14] On 30 March 2011 the government announced that the term had been extended again until 31 December 2011 using Emergency Regulations.[15] List of Mayors
