As a municipal division, it is incorporated as Kotovsky Municipal District.[2] It is located in the north of the oblast. The area of the district is {{convert|2450|km2|sp=us}}.[3] Its administrative center is the town of Kotovo.[4] Population: {{ru-census2010|34,477|;}} 38,700 (2002 Census);[5] {{su-census1989|38,081|.}} The population of Kotovo accounts for 69.9% of the district's total population.
