The seat elects one member of the council every four years. Since its creation in 1999, the seat had continuously been held by Lam Man-fai of the Democratic Alliance for the Betterment and Progress of Hong Kong and Hong Kong Federation of Trade Unions, until he passed his seat to the veteran legislator Chan Yuen-han who aimed to go back to the LegCo through the new created District Council (Second) functional constituency in 2012.
