In the United States Army, this is a derogatory term used by parachute (airborne) qualified soldiers to refer to non-qualified ones. The thinking is that those who complete airborne school are superior to those who do not. It is interesting that most who use this term do not know its origin. During WW2, when airborne units were created, those who completed jump-school and were in an airborne unit, when wearing their Class A (Dress) Uniform, were allowed to wear their jump boots and tuck their trousers in their boots (bloused). Non-airborne soldiers, when wearing their Dress Uniforms, would wear low-quarter shoes (regular dress shoes) with their pants hanging STRAIGHT to the tops of the shoes--hence, "straight (trouser) legs."
