Prior to being appointed, Councillor David Shiner alleged that one of the candidates for the Ward 33 by-election had been given access to Shiner's personal cell phone, without his consent, by a member of the office of the mayor. During questioning of the candidates, Tsao confirmed that he did in fact receive this personal cell phone number.
