}}St Mungo's, also known as St Mungo's Community Housing Association (registered charity: 1149085 and Housing Association No LH0279), is a charity registered in England[1] to help people experiencing homelessness. It began helping people sleeping rough off the streets of London in 1969.[2]

The organisation is now one of the largest providers of homelessness outreach services in the country, providing a bed and support to more than 2,800 people across the south and south west of England on any given night.[3]

They also manage, with Homeless Link, the StreetLink website, mobile app and phone line that enables members of the public to make homelessness services in England and Wales aware of people they have seen sleeping on the streets.[4]

History

In 1969 a group of volunteers started pushing a pram around the streets of London, delivering soup to people sleeping rough. The name St Mungo was reportedly given to the group by Glasgow-born Harry Stone as he thought "a Christian saint's name would stop police hassling workers on soup runs - they thought they were reverends." [5] Saint Mungo is the nickname of Saint Kentigern the patron saint of Glasgow and protector of wandering Celts [6].

In 1973 the group set up a shelter providing accommodation for 150 people in a former Marmite factory in Vauxhall. By 1980, St Mungo's had one large London hostel with 650 beds and two dozen staff [7], [8], [9].

In 2013, the charities St Mungo’s and Broadway Homelessness and Support announced that they would merge in April 2014 [10]. Broadway Homelessness and Support had been formed in 2002 by the merger of two homelessness organisations, Riverpoint and Housing Services Agency[11].

Howard Sinclair, the former Chief Executive of Broadway, became Chief Executive of St Mungo’s Broadway from 1 April 2014, taking over from Charles Fraser CBE, who retired after almost 20 years in his role [12], [13]. The new organisation was initially known as St Mungo’s Broadway but since 2016, after a brand review, is again known as ‘St Mungo’s’.

Charitable activities

St Mungo’s is one of the largest providers of homeless outreach services in the country. The outreach teams go out each night to meet people sleeping rough and support them to move away from the streets. The teams operate across the south and south west of England, commissioned by local councils and working alongside other local homelessness services and community agencies[14]. In 2018 St Mungo’s manages outreach teams in:

St Mungo’s is also a housing association and manages a range of accommodation services, from homeless shelters and hostels to supported and semi-independent housing. The charity owns properties and also rents or leases buildings to and from other providers as needed for services. Staff also run a range of support services to improve people’s health, support ex-offenders and provide skills and employment training to people who have been homeless or are at risk of becoming homeless[27].

StreetLink

SteetLink is a website, mobile app and phone line that enables members of the public to provide information about the location of where people are sleeping on the streets to local authorities and outreach services in England and Wales. St Mungo's run the service in partnership between Homeless Link[28].

Campaigning

On World Homeless Day – 10 October 2018 – St Mungo’s launched a campaign called Home for Good calling on the government to guarantee long-term funding for homelessness services, improved affordability and stability in the private rented sector and more social housing built with rough sleepers in mind[29]. St Mungo’s previous campaigns have included Stop the Scandal about homelessness and mental ill health, and Rebuilding Shattered Lives, about women and homelessness.

Criticism

In March 2017, St Mungo’s was one of several homelessness charities criticised by the Guardian newspaper for cooperating with Home Office immigration, compliance and enforcement (ICE) teams[30]. In September 2018, the Information Commissioner’s Office (ICO) [link] responded to a complaint alleging that St Mungo’s had handed over information about rough sleepers to the Home Office without their consent, putting them at risk of deportation, and concluded that the organisation did not breach the Data Protection Act[31].
