Hector Township is a township in Potter County, Pennsylvania, United States. The population was 453 at the 2000 census.

Geography

According to the United States Census Bureau, the township has a total area of {{convert|41.4|sqmi|km2}}, of which, {{convert|41.4|sqmi|km2}} of it is land and 0.02% is water.

Hector Township is bordered by Harrison Township to the north, Tioga County to the east, Pike Township to the south and Ulysses Township, Pennsylvania and Ulysses borough to the west.

As of the census[5] of 2000, there were 453 people, 168 households, and 129 families residing in the township. The population density was 10.9 people per square mile (4.2/km²). There were 361 housing units at an average density of 8.7/sq mi (3.4/km²). The racial makeup of the township was 99.78% White and 0.22% Native American. Hispanic or Latino of any race were 1.10% of the population.

There were 168 households, out of which 30.4% had children under the age of 18 living with them, 69.0% were married couples living together, 4.8% had a female householder with no husband present, and 23.2% were non-families. 17.3% of all households were made up of individuals, and 7.7% had someone living alone who was 65 years of age or older. The average household size was 2.70 and the average family size was 3.07.

In the township the population was spread out, with 24.3% under the age of 18, 9.5% from 18 to 24, 23.6% from 25 to 44, 27.6% from 45 to 64, and 15.0% who were 65 years of age or older. The median age was 39 years. For every 100 females, there were 97.8 males. For every 100 females age 18 and over, there were 103.0 males.

The median income for a household in the township was $28,906, and the median income for a family was $34,167. Males had a median income of $25,000 versus $18,125 for females. The per capita income for the township was $11,408. About 20.6% of families and 26.2% of the population were below the poverty line, including 43.8% of those under age 18 and 17.9% of those age 65 or over.

Politics and government

The Township is governed by three locally elected Township Supervisors. They meet the first Monday of each month @ 12:00 pm

Education

Residents of the southern portion of Hector Township may attend the local, public schools operated by Galeton Area School District which provides taxpayer funded preschool, as well as, full day kindergarten through 12th grade. The District's enrollment declined to 362 students preschool through 12th grade, in 2013. Galeton Area School District ranked 409th out of 500 public schools for academic achievement of its pupils in 2013.[7] In 2013, Hector Township residents, who lived in the Galeton Area School District, paid a total property taxes of 55.0137 mills (GASD - 37.0137 mills, Township - 3 mills, county - 15 mills).

Hector Township residents may also apply to attend any of the Commonwealth's thirteen (13) public, cyber charter schools at no additional cost to the parents. The resident’s public school district is required to pay the charter school and cyber charter school tuition for residents who attend these public schools.[8][9] By Commonwealth law, if the District provides transportation for its own students, then the District must provide transportation to any other public school (charter) or private school that lies within 10 miles of its borders. Residents may also seek admission for their school aged child to any other public school district. When accepted for admission, the student's parents are responsible for paying an annual tuition fee set by the Pennsylvania Department of Education. In 2012, the tuition fees for Galeton Area School District were: Elementary School - $9,828.42, High School - $12,543.99.[10]

Residents of the northern portion of Hector Township may attend the public schools operated by Northern Potter School District which also provide taxpayer funded preschool, along with full day kindergarten through 12th grade. The Northern Potter School District's enrollment declined to 533 students including the preschool students, in 2013. Northern Potter School District ranked 433rd out of 500 public schools for academic achievement of its pupils in 2013.[7] In 2012, the tuition fees for Northern Potter School District were: Elementary School - $10,563.25, High School - $13,429.96. Hector Township residents, who live in the Northern Potter School District, paid a total of 48.167 mills in property taxes (NPSD - 30.167 mills, Township - 3 mills, county - 15 mills).

Seneca Highlands Intermediate Unit #9 provides a wide variety of services to children living in its region which includes Hector Township. Early screening, special educations services, speech and hearing therapy and many other services like driver education are available. Services for children during the preschool years are provided without cost to their families when the child is determined to meet eligibility requirements.
