The championship began on 15 May 1983 and ended on 18 September 1983. Offaly entered the championship as the defending champions, however, they were defeated by Dublin in the Leinster final. On 18 September 1983, Dublin won the championship following a 1-10 to 1-8 defeat of Galway in the All-Ireland final.[1] This was their 21st All-Ireland title and their first in six championship seasons. Dublin's Barney Rock was the championship's top scorer with 6-27. Dublin's Tommy Drumm was the choice for Texaco Footballer of the Year.
