LifeHe was born at Saint Peter Port, Guernsey, and entered at Worcester College, Oxford, in 1825, where he took a double first in 1829.[1] From 1830 to 1850 he was an assistant master at Rugby School. He then lived for some years in London, being engaged in business and literary work, and was appointed to serve on various royal commissions. In 1868 he was elected Drummond Professor of Political Economy at Oxford, and was thrice re-elected to the post, which he held till his death. In 1883 he was elected an honorary fellow of his college.
